Following the disappearance of the Manticore King, a magic tower is constructed, bringing peace and prosperity to the surrounding area and attracting migrants. The focus shifts to securing capital for further construction, leading the main character to introduce his companions to an important person. They travel to a coastal area known for its lack of magic and resulting poverty, where a conflict seems to be brewing as they arrive at the beach.
