This group monitors and ranks prodigies, and they deemed Levadan a threat, leading to his imprisonment for "monitoring". Sierra reveals that the group also targeted Eran's father and that Eran is targeted himself. Eran, burdened by the knowledge that he inadvertently caused this, vows to take action to free Levadan.
